The city's Taxi and Limousine Advisory Committee will look at five options on Tuesday morning to determine whether Uber should be allowed to operate legally in Calgary.

City administration is recommending a "hybrid" option where private companies can offer rides to customers who book online using apps, but only taxis charging city-approved rates can pick up people who hail a ride on the street.

The proposed change to city rules could soon legalize Uber and other ride-hailing services in Calgary.

Uber started operating here last month but the city has been advising people to avoid the company, saying it cannot guarantee their safety.

Under the recommended hybrid option, private for-hire companies like Uber would be allowed to operate, but they could not accept customers who hail cars on the street or call ahead.

These companies could only accept fares with their own apps which set their own rates.

Taxi companies could also set their own rates if customers book through a company app.

Otherwise taxis would continue to charge city-determined rates if people hail a taxi on the street or call a dispatch centre.

City council is set to discuss the issue next week. But the taxi committee is asking for more time, so council might not debate any change until mid-December.
